In order to do this you will be busy using a language translator. There are several online you can use for free. It will take more work to work with people who speak a language you do not speak yourself so there is much to consider here.

It's better to work with people who speak your language and that you can relate to better. But if you really want to convince people who do not speak English to join SFI you will need to assure them you will be diligent in using a translator so you can communicate to them in their language. This is a challenge in itself because even the best translators do not translate some languages correctly. I've used them in my own experiences and even though they can get you by in some cases, they are not good for long or detailed conversations.

Since you are asking how you can convince non-speaking English affiliates to join SFI and work with you, I assume that YOU are fluent in English. I am pleased to know that if it is true because you become a somewhat rare case of being bi-lingual that you might be conversant in both English and
Russian or ? You have a distinct advantage over those of us that are limited to a single language despite our native tongue (English) has such a prevailing wide world usage.

It it so that you are bilingual? Then, let your advertising appeal be to that niche of people who would yearn for someone like you to help them in areas where they struggle with the English SFI meaning in certain areas--perhaps tutoring those who may be stalled in certain areas. The gain would show explicitly within your own country. I am level 172 in the US which has about 400 million people, I believe. If you have a large population in your second language country, appeal to that group who resist due to the language translation barrier.

Yours would be a big task but the sincerity of your followers would be immense and offset the extra hours required for your success in this way. They may well appreciate their growth in the
English usage to feel an obligation to stick with you through any trials you may face. There is a lot of reading and personal attention by you to certain areas would ease it much for them and you. Especially if they made use of the Google Translato also in conjunction with what you could do.r.

When we were a few years old, this wasn’t a problem but now we’re expanding worldwide - Can you saw awesome?

I have an SFI folder on my computer - and my IPad (that I won in a Triple Clicks auction BTW) a bookmark for Google Translate. I send my first few messages to a new non-English speaking affiliate in their own language. After that, I figure if the person wants my input for SFI - and my SFI friends in the forum - they’ll translate my message into their own language. By then you should know if they are serious about their business not.

I also add the Google translate link to all my SFI mail messages at the bottom in the Signature file and I’ve added a few colors too, so they can’t miss it. Hope this helps - GO SFI 2016!

Great question on communication!

I would let them know that there is a translator tab at the bottom of each communication page within SFI. This helps us all communicate better with each other.
Let them know that we can also transfer them to an affiliate who speaks the same language in the same country if necessary.
We prefer to try and find ways to work around the language barrier and make new friends all over the world.

To convince people who do not speak English to do SFI, check first if there is a language barrier and offer a solution. Know what language is spoken by going to their snapshots before you start drafting your welcome letter. If they don’t speak English, teach them how to translate the information to their desired chosen language using the language translator located at the bottom right hand corner of every page. Or they can write google translate on their browser to translate any language to their desired language. Although, there could be times when "the meaning of a word used in written translation does not always correspond to the meaning you wish to convey in your work documents." Other free translation tools that you could use would be Bing Translator, Linguee, Prompt, or Quest Visual. But Google Translate is still one of your best online resources to help break the language barrier since it’s simple and basic.

You can also ask for assistance from your a2a friends and forum participants who speak your PSA’s native language. Fellow affiliates who are bilingual will be happy to help.

Be patient and try your best to always be of help to your non-English speaking affiliates.

I'm not sure if in way situation you mean neither online or personal.
But, I come up with this answer.
In that case, online you can use translation tool where SFI provided us 50+ available languages. 
Or even best to use persuasion techniques the art to use emotional design, be more persuasive, more influential in any art you use.

In additional, as far as I could remember in one of my lesson.
If you are familiar with the Maslow's Pyramid (Physiological needs)
you need the 3 important steps within yourself in fulfillment of your needs for marketing.
Those are:
*The Safety
*Belonging
*Esteem

Although in Maslow’s pyramid, the descriptions for this needs don’t exactly have a marketing perspective to them, it requires a little creativity to see how you can tailor your message to fit this needs. In persuasion, safety, belonging, and esteem has its  incredible value for our everyday work and our creative lives:

Yes! Without this three essential keys a person cannot perform, innovate, be emotionally engaged, agree, or move forward … The more we have of (these three keys) the greater the success of our team, our business, the more possible you can CONCINCE or win the heart of that person you want to work wirh .

If you want to do target advertising, say for German speaking potential affiliates, download one of SFI's gateway pages and run it thru Google Translate (or other translator). Then create a website with the translated detail and publish it (e.g. with Blogger). Now you can run this translated page thru geo-targeted advertising media.

Well you just need to introduce them with Translation options that are provided by SFI.

To convince someone who is a non-English speaking prospect is a real challenge, but it is possible.
Language barrier has always been a challenge to our business.
To convince this prospect depends on the following factors:
1. Location of Meeting
what do i mean? This means your place of meeting your prospect; is it on the social media or one on one?
Why i said this is because if it is on the social media, you can easily use the google translator to assist you to build a good relationship for sign up.
If it is one on one, then you will probably need an interpreter or you learn the basic formality of the language that can assist you to pass across your SFI message.
2. Making people who are not your language will probe questions on your ability to lead them since you don't hear their language. What to do is to get training in that language using your SFI google language translator. What do i mean? Select the language of your intended prospect and use it to see how the page looks like and how your prospect will see it
3. From 2 above, use the text advs, image in the marketing tools in your prospect language and use it for your advert.
