I know I should work with the workers, but how many follow-up messages should I send to inactive CSAs/PSAs before giving up on them?

The short answer is to never give up. Continue to include them in your weekly Tips and Update Emails. In my two years of experience with SFI I have had affiliates respond 11 months after their initial registration to become active. Not many, but, if you give up on all you may miss those few.
My best recommendation is to keep your Team Messages, as well as, your Where Did You Go messages friendly, encouraging and a reminder of the SFI program advantages. Always keep the door open and let them

Sometimes people join programs like SFI and they are so excited and then the flame of excitement gets low and their team leader has to continue to support them however possible, messages, etc., and suddenly one day you will say something that will ignite that flame again. Don't give up, just keep pushing forward with the contact by the SFI message system. The key word is definitely persistence and patience. Some people just don't get it until late in the game.

Never, ever give up on any affiliate! We cannot know the circumstances of affiliates under which they join. With a lot of encouragement, affiliates just might be reached who seem to be inactive or don't care. Some don't understand how this business concept works. Some are impatient, thinking they will get paid large sums of money immediately. Some just don't have the ability through sickness, poverty, disaster or something else. I believe there is only one case when you should give up on someone and that is if they opt out in which case you would then be spamming them. You do NOT want to get the reputation of being a spammer. You never know what is going on in the other persons life. Keep at it as long as they will keep accepting your emails. Maybe your persistence will show them how you want them to succeed and maybe that changes their mind into becoming active. Bottom line, it is so easy to just include them in your team

there is always the option of CARRYING THE WEAKEST ALONG...

Will you "give up" on your parents when they are INACTIVE ?

If you were an army chap on the battlefront, will you leave your injured behind or
TRY YOUR VERY BEST to bring them back to base where they can be treated ?

As SFI members we all lead by example...communication is an essential component of leadership. It is important to connect with those working with you as often you can. Remember connecting with people is not based on quantity but quality. Communicate with interest, integrity and authenticity - let your messages express care for their success; provide an idea or reminder what SFI can do for them personally. Appeal to what is meaningful to each member of your down line. as in anything in life - inactivity

I would not give up on anyone immediately however in my opinion there comes a time when you may have to back off, especially if you are getting no response. You determine how long and how many times you want to contact someone then in one of your communications you may ask, "Would you still want me to contact you from time to time about starting your business with SFI? this is a suggestion to get a response. The bottom line is: you don't want to give up on anybody, but you have to make sure you actions are effective.
Sending personal messages to inactive affiliates is almost useless, because they only get into their inbox at SFI. If they do not log in, they don't see those messages. As opposed to sending Team Mail, which goes into their personal e-mail and reminds them about SFI.
Also, try to create some valuable content, something that can inspire them to become more engaged. Nobody wants
