These people simply don`t see a chance to work better.You can maybe stimulate them with reassignment some affiliates or some small prize with GC ,but on the end if they don`t follow you,don`t duplicate you ,there is not so much you can do about that.You can show them direction and give them idea,they already have the free tools here,just need to use it.It is not depending on you how much they can be dedicated to this job.Shortly,answer to your question Work with the Workers.
You know that is a very good question. I personally find encouragement by talking to those who are either are on fire and going strong or talk with those who have been here a very long time... I won't lie it is very hard to get and stay fired up when everyone around you is not interested for one reason or many... It is like being a door to door salesman and getting the door slammed in your face all the time... makes me wonder how many times we can take it before we quit trying...
My encouragement is... For every door that gets slammed in your face there are three more waiting to let you in... you just have to be patient and find those doors.

The first part can be solved by contacting the CSA for this affiliate and explain your problem, then contact your affiliate one more time to see if you can help them understand how to be successful with SFI. ( One of the main ways for affiliate to be successful is to listen to their up-line.) Tell them that their co-sponsor will contact them and offer their help if the affiliate still pleads ignorance.
If none of this works them I would suggest that the affiliate really doesn't care and it's time to follow the Rules of Success......Work with the workers, they WILL listen.

In marketing strategies there is a saying : The best advertisement is the satisfied customer...
If we follow this strategy in SFI , how can we apply it in our career of SFI ? The answer is , you should advertise yourself with your satisfaction in SFI. When other affiliates see your success and happiness in SFI system , they will have a desire to reach the same goals as you did.
Finally ; you are the one who can encourage affiliates with your success and enthusiasm...
All I can suggest id you encourage them to be patient and to persevere.
Show them examples of those that have succeeded with reminders that it took them around 3-5 years to get there, but they began EXACTLY whee your affiliate is now. SFI s NOT a get rich quick scheme, but takes time and effort.(1st 6 months or so learning and research)
If they stick with it and work... they WILL succeed.
1) Ask if they have a Dream or a reason Why
2)If he or she does than you can move forward
If not than the person is not ready
3)Suggest to them that this is a Business
4)Most everybodys perception of the truth is different
5)ask them questions abut what there looking for
6)explain the business,to do list,Basics, launchpad, red tabs,versapoints etc..
7)this is not a job
8)always follow up in a day or 2

SFI provides everything you need to succeed. Yes, it is hard work, but you can eventually earn money from home. there are good sponsors and co-sponsors been amazing for all new members of sfi, I receive great support from theme also and I know I can count on theme anytime. My downline is growing daily and more and more people are realizing how great SFI is. Come on, join us and become your own boss!

If he see you are very interested to SFI and your proud to being an SFI member, so he will definitely think of SFI so when he thinks about, then I am sure he will be also like you.
It depends on the level of your relationship with that particular affiliates and accordingly he will looks into your interest from which he can understand.
So you need to prove your interest to SFI so he will keen to know why and for what per pose you are a member of SFI.
Then you need to show him your achievements SFI records.

An affiliate will feel nowhere, when they have not been guided properly on how to start in SFI. Therefore we should encourage those affiliates to be open and ask if they are having any issues. We should guide the affiliates in a step-by-step way so that they become successfull like others.
We should explain the affiliates that they should not get nervous and start working with discipline.
