How can we get across to our affiliates that investing minor (at least) amounts of money into SFI is smart?

I say lead by example... nobody told me about it... but I wanted to get ahead and I know to make money you need to spend some too. So I picked a common sense useful product I'd gain from not only for points needed but for myself as well... I tell them "for example...I bought the ___ and it got me my SO, the points I needed, and I got a product I am very pleased with."
Honestly that is the best answer I can think of... smart is being able to afford to get ahead and be satisfied with the extra choice you make. For me I like the liquid nutrition ... and I got a bargain by getting two bottles at a reasonable price and made the 1500 I needed to make my mark. Bonus all the way around.
Plot, Plan, Evaluate options, Look at pros and cons then Execute your Final Choice.

How do you get your affiliates engaged and conversing regularly with you?

To get your affiliates to engage and regularly conversing... now that is a two way street. You are only responsible for your participation and if they so choose not to participate than what more can you do...?
I have myself encouraged and tried to get my list of individuals I was given but at this time I have yet to hear from any of them... As long as you do your part you are showing correct leadership regardless of your "title".
You could choose to be the a2a "cheerleader" and welcome your team and your friend connections. It keeps up moral and it will become routine like expected and when it doesn't come say like on your off day.... you may find the ones that it matters most to will contact you to find out why you missed that day...
I think not all people are "engagers" but they soak it up and if they need help they will let you know.
hope that makes sense...

How do I get my a2a friends to offer positive support and assistance?

Lead by example.... It is like laughter you can not sit there and not be influenced by it... I mean if you are supporting and assisting and someone else sees the response to that sure enough they will also want to participate. It is positive... good feeds off good just as negative does so why not feed the positives....
I believe there is always a bonus to positive comments, support, and assistance. Big or small it is still a vital asset to any relationship social, intimate, or business.

What encouragement can I give to an affiliate who feels he or she is getting nowhere with SFI?

You know that is a very good question. I personally find encouragement by talking to those who are either are on fire and going strong or talk with those who have been here a very long time... I won't lie it is very hard to get and stay fired up when everyone around you is not interested for one reason or many... It is like being a door to door salesman and getting the door slammed in your face all the time... makes me wonder how many times we can take it before we quit trying...
My encouragement is... For every door that gets slammed in your face there are three more waiting to let you in... you just have to be patient and find those doors.
