The first hurdle is to make them active after joining, i.e., when they starts logging in everyday and gain knowledge on SFI basics. Then send regular mail and ask them to call you or put their mobile number in profile so that you can call them. This is the one way.
Another way is to send them friend request in Facebook. If they accepts, then send message to them if they are offline. If they are online, then starts chatting. Your task will be easy

Encourage your down line when some one get any achievement.It is encourage to every one.

well I guess if you have been building up rapport and establish relationship via your weekly Team Mail,A2 Messaging etc and sharing with them some tips ,insights and say free advertising sites and so on then it would not be too difficult.
However as it takes 2 hands to clap they also have to bite the cherry and reciprocrate what I do is to continue to email them as you never know when they will become keen or rekindle their interest.
The best way, that I have seen, to get the engaging conversation on an on-going basis is to coach them to wealth, don't tell them. What I mean is that many times, we point out to others where they should go. I think we'd have a better shot if we just SHOWED folk how they should go...
If they see you "practicing what you preach," they'll follow...
You can engaged and conversing your affiliate simple,by two different ways!One way is acros team viewer software and see online what they do with sfi job,with daily lesson,weekly,and of course see where is their mistake and help them if they have it!
Second way to help your affiliate is to sending to them when you think is moment message with encourage note,and help note inside.And of course ,when they need ,you can sending more message,and answer on their problem with sfi bussiness!

You just have to hope that they read it and possibly answer you. You just need to keep sending them emails. At least you get points for it and there is a chance for them to read it. That is all you can do. You can not force anyone to do something.
But remember. Every action has a reaction. So keep going.

If you send regular Team mail's and newsletter of SFI to your downline affiliates. It should include some Tips and notes for them to get them to higher level of earnings.
Regularly mail them and post some motivating and encouraging mails to affiliates.
Should help them in all the ways.
Simple. Share your interests to each other aside from building your SFI business. It helps when you discuss your favorite sports together or hobbies, which in the long run would develop your friendship and eventually your partnership with SFI.
Always start every conversation with rapport, and always be true to yourself and your affiliates.
