First, you need to find out why he is having access problem and encourage him not to relent. Let him know the big picture cos this may prompt him to change his attitude.
Secondly, think like him because in this business you need to work with the worker so think like him; what is he facing and help him solve part of his problem.
Thirdly, let him know that even though he's having limited internet access that cannot prevent him from achieving his goals in SFI, all he need doing setting a standing order that will give him the minimum leadership position and to always make good use of the limited access he has whenever it is available.
Lastly, always encourage them by telling them that for every dark cloud there is sunshine around the corner and that perseverance will always pay off at the end.

Because this job is all about internet and also depends much on stabile and fast connection, you should be honest with your affiliates and explain to them that this job demands being connected at least several hours a day. If some people in your team have very limited internet access, they still can promote links and products by using a social media scheduler wherein they would just have to spend 2 hours per week scheduling their social media promotional posts good for 7 days.
For the daily tasks, one suggestion I have in mind is to hire a freelancer who can agree to do the daily tasks at a very minimal rate.
