The way out I think is to keep sending motivating and encouraging team mail to them and if you have other means of contacting them do so occasionally remember they are the one that took the active step to block so don't rush them.
One last thing, one of the rule of success is never to be trouble about those who willingly resign and say they cannot cope.

Firstly, it should be cleared are you talking about active PSAs or non-active. If your active PSAs have blocked you, start reconsidering your approach, though you may have lost those PSAs forever, you should avoid the same mistakes with new ones. If your non-active PSAs have blocked you I think that is very clear, they have all but opted out, so no matter how awesome you are, they are gone from your "flock".
