If you are trying to get new PSAs with your ad, place your advertisement with an agency/business that will attract PSAs.
These agencies MUST have areas for ads under subjects such as "work from home" or "business opportunities". This way you are targeting exactly the type of people you are looking for and have a better chance of finding a "diamond"!

You are referring as target group. As you know the target is to make someone join in SFI for affiliates and for ECA's their specific customers to buy their product there are many ways as all of you might be knowing.
One thing is advertising in such a manner in a daily newspaper so that persons having particular interest will go through your advertisement.
Another thing is email person you know. Unknown persons will mark scan to your mails.
If you are still using postal service you can use invitation cards,it is also one of the cheapest device for advertising. If you wish to see your advertisement in the form of poster you can paste those ads in public places like theatres,function halls,school,colleges,shopping malls where traffic more and likely the attention will be maximum.
And last method of advertising is social media websites like facebook,twitter,linked in and so on. Only interested person will pay attention to your ads.
Now a days PTC websites are also doing good job as they are creating traffic where more number of affiliates visiting their sites daily.

You will need to explore the web, locate sites that advertise to specific groups. Make a list of them.
Then go visit those sites, get ideas, then find out pricing information. Once you have located a few places that suit you, set your ads, and do not forget the keycode so you can track which places work best for you.
I actually use everything available because I never know where it can happen that I captture new Affiliates. I use all free Media like Facebook, Twitter, Blogs, Googel, Mysapace, among others. I also am in other different not free media like S-Builder, Xing, LinkedIn and among others. I use E-Mails and my personal webside. All these are necesary but never a garantie. Mouth Propaganda, Gift Cards could also help a lot.

One kind of advertising, which can provide good targeting is paid ad on facebook. It is not so expensive way and you can specify exact group by their age, demographic characteristics, way of behaviour, devices which they use etc.. Also, picture which you use on that ad also could reach the exact group of people (example:pictures on banner: worried about pension, think about economy)
