Tell it to your friends and get them to register, you can easily make more controls over your friend than PSAs you do not have physical contact with.
Place banners on your website if you have one, blog and group chats.
You could join a traffic site to buy some traffics to your web page, landing page, blogs etc.
These are a very immediate, cheap and reliable actions towards recruiting PSAs immediately after joining.
If you are lucky in your first month to have at least 5PSAs then you are good to go, help the start recruiting immediately and then continue also with you recruiting.
So, if you haven't start recruiting or purchasing PSAs, its now you can do that before discouragements sets in.
