I think if one can sponsor 2 affiliates a day i.e. 60 affiliates a month, it should be enough, provided you find at least 2-3 active affiliates each month. But experience has shown otherwise.
Out of 30 if one affiliate is active and continues to be EA, consider yourself lucky. After all we need only 5 good quality affiliates who are capable of becoming leaders.
But it does not limit us there. We can sponsor as many affiliates as we can due to the fact that even the active affiliates are likely to get dropped at any moment, so we need to replenish their empty space as and when they drop down.
So, in stead of having 5 active members, try to maintain your downline list at 10 at least. Although the task is not easy but can be achieved with S-Builder and PSAs to go purchases.
So every month, it will depend how many more affiliates you need considering the number of active affiliates in your team. We just can’t say for sure how many would be required in each month.
