Having limited access to a computer may mean that he/she does not own a computer desktop or a laptop. Or limited or no internet access computer? In my country, a fixed telephone line can be connected to a computer with a high speed modem to access to internet. If they have fixed telephone line at home, why not buy a desktop computer which is reasonably cheap and affordable?
Many countries have a few internet service providers through mobile service through smartphones. If they have smartphones, why not subscribe to internet service through which they can access to their SFI accounts?
Go to any cyber cafes in the town which provide internet service.
With an internet access smartphone, just go to any shopping or any eateries with wi-fi and get connected with internet.
Unless SFI allows the use of one computer(same IP) but two or different accounts, IDs and passwords, then one computer can be shared with affiliates in the same area.
We can show the way but lack of basic facilities available may not not them effectively.
