When action VP guide him to become a good sponsor by teaching him how to gather PSAs and how to help them grow. As direct action on your side, You could reassign active PSAs to him or invite him to your s-builder coop.
If he already put in the effort and got at least 2000VP by being a good sponsor and just the sales VP are missing, you might consider to reward him with a gift certificate. But still tell him its a one time bonus from you and that he can use prepaid cc for his standing order.
