If your product is UNIQUE and you think people anywhere in the world will like it, will benefit from it, and it is not so heavy or bulky to ship, then probably, you can offer it internationally. And digital items like ebooks, services that can be done online like website designing can be offered internationally.
Basic and common items like soaps, apparel,household products and the like should be offered locally because these items are mostly cheap or affordable but adding the cost of shipping will make it expensive.
Shipping cost and handling is something you need to consider when you will sell internationally.
Maybe for a start, you can sell locally first to test the demand for your products.
