From my experience, individual welcome letters are better. Your personal appeal, one to one , indicates that this is a real job, with real people.You should gave new PSAs motivation to go on and first information about what they have to do in first 24 hours, and explain the benefits of SFI !
Yes, you can send group mailings, if you have many of new PSAs in same time, they are very good for that situation.
The most important is to do it immediately. Be immediately available to react! This will ensure good start for them and working PSA for you.
