I think that it is worthwhile to send individual welcome letters to new PSAs!
That's the good way to show them that you are talking to them like an individuals, that you are paying special attention to every one of them. That's good motivational tool and the way to make a new PSA work with greater enthusiasm than he/she would when reading cold group mailings.
On the other hand, group mailings are good in latter phase when you are motivating your team and telling them to go on and giving them special advices.
