What you have referred to is something I have experienced myself. You send your letters and get no reply. You catch them online and try to chat and they don't respond. You set up team contests and they don't participate. At the end of the day you get a poor rating.
What to do?
Just keep doing the right thing. Contacting them to ask them why may not even help at times because they don't even respond to your letters in the first place. So just keep doing what is right to all of your downlines. There are always those who would rate you honestly and you find that with their rating at least you get the average score.
