In order to encourage them to have products to be sold, first you will need to know the reasons why they are not able to list any items for sale. After you know it, try to analyze the good approach to encourage them to list any product.
For example: If the problem is shipping cost, you’ll need to have knowledge to find a solution and share it to them. You may tell them sell you products locally but be sure you can give them idea on how to ship the products locally and share it to them.
