Yes, reassigning PSA's even when they are inactive is a great way to build your team by giving you more levels. Instead of just looking at country, look at language. Sometime an inactive person will become active if they have a sponsor who speaks their language.
Your members need the VP and the practice of sending out the weekly newsletters, so even if the PSA isn't active they help them to get practice writing emails
I think it is a good idea to reassign Affiliates to someone in their own Country, as it makes perfect sense, I made the mistake of reassigning an Affiliate or 2 to someone from another Country it didn't turn out the way I had hoped!
There was no communication between them.
When I have reassigned Affiliates to someone from the same Country there has been good progress!
Very good idea I think.Based on my experience, I am reassigning affiliates and try to connect them in the country groups, so the results are better.Sometimes is language in question so I think that is the best way to try to activate non active affiliates.That way I have better level in communication between ,what helps generaly in the team results.
If your team is just developing I wouldn’t reassign PSAs simply because I’m still building my team and I would appreciate any depth PSAs can make. Even if they are not working at the moment, that doesn’t mean they wouldn’t start in the near future.
If you already have a well built team, with good depth, meaning 6 – 12 generations who are hard workers, and if you would wish to build another depth in some PSA’s country, then reassigning makes sense.

I myself do like to reassign affiliates to someone from their own country or region as much as I can. I think it's much easier for them to communicate in their own language and also they have a sponsor who knows the problems or the advantages of trying to earn a living in that country.
There's a huge difference in standards of living all over the world. If your sponsor lives in the same region or country they can relate to your needs much better.

2) Your PSA will be able to earn 120 VP more in a month by weekly action by PSA mail.

It is a good idea specially when the PSA doesn't speak the same language as you but make sure you reassign them to someone who is active and has a good understanding as to how SFI works.
Reassign them to someone whom you feel are qualified to give them the proper attention as you would.
If you are reassigning them just to collect the 5 versapoints, then it's not a good idea.
