Well, if you can communicate telepathically with them, you can bypass all cultural and language impediments, but obviously, that's not very realistic in most cases. I personally recommend communicating face-to-face, whether in person or over an online chat program like skype. That way, you can combine verbal communication with good body language, and you're able to read their expressions to see if they are understanding what you're telling them as well as how they feel about your answers.
