This will depend on your budget, and your understanding of the Business and website. If your budget is healthy, by all means feel free to examine the options you have for purchased PSA's or hits provided by ECA's.
Once you get those signups, are you ready to help them with their questions? Do you know where to get the answers that you don't know? If yes, then you are ready.
I suggest that you look at doing your own advertising as well as purchased PSA's. Doing your own ads will be advertising in which you know the content that the affiliate looked at, so there will be less join and disappear PSA's.

It's never to early to start a team. If they have a question you dont have an answer to
you can always go to your upline for help or tell them you will answer them just as soon as you can

This can be done through S-Builder Co-op and/or through other co-ops and through the Price Bender auctions or by purchasing them directly at TripleClicks. This is particularly tru if you are not experienced in advertising or you do not have the time required to advertise.
You can easily purchase PSAs if you win them in an auction and have enough MRP to pay for them, thus saving money in the process.
