Well for the totally inactive people; I just think they are the ones who are into "instant gratification"....and they get surprised to find out that they have to really be active in their store and recruit and make a little investment. That is what their problem is. But I would send out the mass emails or just pass them around to your other active team members, because they may change their minds later.
