My strategies would be..
Work actively with our DD..
Share their every little success to other groups especially the New PSAs and Old PSAs, because they were actives..

Not forgotting the Unactive members, spread everyones success via Genealogy mail newletter, hopefully they may also wake up into new activities towards everyone's success.
