If all of this doesn't motivate your PSA to be an EA2 then quite frankly you may be dealing with a situation where the PSA is not committed to their success. When this is the case, you have to work with the affiliates who understand that this is a serious business.
When none of the previous resources push the PSA to the level of commitment required then if you feel the PSA have potential then you really need to gather feedback from your PSA by asking open ended questions like "Can you tell me what your expectations are for your business and how do you plan on achieving this doing what you are doing?"
Some people are disillusioned into thinking that if they just do the diaily actions they will eventually start making good money over time. This is the same type of disillusionment that can occur with badges. Badges for Forum likes, SC Ratings, Power ranking and the like are nice to have and they serve the purpose they were created for but have no monetary value.
Therefore, as a leader you have to find out the motive of your PSAs if they are not motivated to excel in ways to produce income. There is an obvious disconnect. So a good leader helps their team to see the benefit added aspects of the business for the PSA. Perhaps their is a life event that is interfering with the focus of your PSA. Empathize and communicate your concerns. Your journey may help the both of you to understand if this business is a good fit for that PSA or not. Then if not, it's ok. But if you help your PSA to understand the value then you will likely to gain another EA2. Always let your team know that you support their decision to act or move on.
