Obviously you can't force any member to register and start working on SFI. Starting from family member can be a good choice, because will allow you to grow your team faster using friends of it, but you must explain to each member how SFI work, what offer and what is the point of SFI as an online job.
After this you can concentrate to other member that you will recruit, buy or win on SFI.
