It really is completely up to you, that is the beauty of SFI.
Many people would prefer not to buy PSA's at all, since they are quite pricey and there's always the risk that they will be inactive. So they would advise you to advertise SFI online and offline to generate as many PSA's as possible, which is great! If you have the time and experience to do this, I would advise you the same thing.
But if you are in my position and you don't have the necessary experience nor the time to learn it, you are better off buying them. And if you do, sooner is always better then later. Included in my Standing Order is the S-Builder Co-op Unit and PSAs To Go so my business is set to grow even though I don't have much time to run it.
It is important to guide your PSA's and I make sure I do this every day. But you get better at this with time and practice.
