I would suggest you start buying PSAs as soon as you are comfortable enough with your knowledge of SFI to be able to well support those incoming people! The sooner, the better, but only if you are prepared to do so.
You can bid auctions for PSAs, buy them from several sources (SFI, ECAs...), or buy some S-Builder Coop units as part of your standing order. One unit is $22USD, it will take 4-6 weeks, on average, for them to begin to show up, but thereafter, they will be a steady stream. This will also include a PRM or two during each month. The advantage to using S-Builder is that they come in one or two at a time, a much easier flow to deal with. On average, you will gain 6-8 people/month, steadily, month after month, without expending time and effort to acquire them. S-Builder is a good time-saver for you.
If you want PSAs right now, order some from PSAs to Go. You can order a smaller, more manageable, group to get your feet wet in supporting them while waiting for the S-Builder to start.
