If you dont have such a downline,I will personally suggest you place a standing order of 100TCredits to earn 1200VP.Get an extra 20Tcredits at only $9.20 to earn an additional 363VP.
As a BTL,you earn free 12TCredits monthly and also through Wave3.So you now have 132TCredits in total.Bid on the Pricebenders Auctions to earn 132VP and 660MRP(5MRP earned per bid).You can now re-order at least 5 single TCredit at 120MRP's each,that is 600MRP which will earn you 510VP.
Now (1200+363+510)VP=2073,so you've already passed the 2000VP Team Leadership qualifying points from TC sales and purchases.
Logging in everyday and doing your daily To-do lists earns you at least 495 FREE VP.Get 10 ebooks as cheap as $1.00(or with Tcredits and MRP) and review them after 7 days for 250VP in total(25VP per review).
Your VP tally now for BTL Qualification is (2000+495+250)VP=2745. The extra 255 points could easily be earned from EA2 qualifying from their positions,reassigning PSA's with at least 600VP in the last 90 days to your other Team members(5VP each),from the Daily Grand draw,being Top 20 Enroller,Pricebenders Auctions(up to 500points)and also Ask SC popular/second most popular answer.
