Internet access is not required for communication. You do still have phones and postal mail, for example. Now admittedly, if there's distance invoved, like working with an affiliate in another country, those avenues of communication may not seem efficient or cost-effective. In those cases, you might be better off doing something I call "data packaging." An example of that might be creating a downloadable with seven day's worth of content, each of which is a training session for a single day. Packaging your information lilke that can make the most of limited internet access, assuming that's the only option available.
