Someone with limited internet access might concentrate on using the off line methods of generating sales and signups. There are numerous methods listed in the marketing methods.
There are many methods and I won't go into listing them here. Your question though was about how to work with and motivate the affiliate with limited internet access and this is where you would point them.
How do you motivate them? I suggest leading by example is the very best way.
