Both are better; but TW (TCredits Welcome) is more preferable.
You see, the whole business of SFI and maintaining progress thereby revolves around earning VersaPoints (VPs) through spending TCredits to a large extent; and it is important that you let your new Affiliates know the importance of this from the onset. With this knowledge, such affiliate can work very hard around buying products that will ultimately be producing enough TCredits (and VPs) for him/her to use to acquire more VPs in the process.
If you decide to make CW (Cash Welcome) available, you will only be indulging them; and after exhausting your cash, the totally-dependent ones among them would do nothing thereafter. They will become inactive. So, you you have only ended motivating them for a very short time; and at the end, you would not have gained much from them.
But on the contrary, all affiliates in your down-line, (be they PSAs or CSAs), need to be motivated for a long-lasting time. And physical, moral & psychological supports are much better than immediate cash support.
