This choice is a No for me, because I think that developing a relationship with my own CSAs, even though many are from different countries, isn't worth throwing that relationship away.
Because SFI is a Worldwide company, gaining new PSAs and CSAs from other countries is a very interesting, pleasant and great experience.
Translation might always be an issue from time to time, but when people want to work together, they somehow seem to make things work out together with continued communication.
Exchanging your CSAs from other countries to gain some CSAs for your own countries, isn't going to guarantee any more workers.
It might, the program is still new and have to wait for some time to pass, to really see what type of results there are with the new CSA program.
There are many PSAs and CSAs that are very successful with SFI that are from other countries, and that is because they all have the desire to "Work" and "Build" their own businesses. They must use the translation that SFI has provided or another type of translator program.
I think that being a Good Sponsor, the best that you can be, and sharing and working with your team, no matter what country that they are from, is the key to having a successful team.
