Personally Contacting them directly through emails and better still text messages if their cellphone is listed has work well for me.
It makes them know you care about them and that tends to move them to open up their challenges to you.
For example I contacted one of my sleeping SFI directly through email and was so happy when He responded back about his feelings as to why he don't want to work with SFI. I reply with encouragement and make him feel welcome and needed. He is now on the race to becoming a EA soon.
