I would use the alternative way of earning an income through SFI - selling items online.
Affiliates can make items using local materials or sell something they no longer need and use their TripleClicks domain to advertise and sell their goods online. This would give them the income and the points to be successful in SFI. If they have a business already then the ECA option could apply.
They would also be paid online through the SFI channels without needing to obtain payment facilities themselves. As they get more familiar with the system they would become more successful and they would, in turn, be comfortable buying online themselves and may even participate as affiliates themselves.
