Great question! This is something I did a lot of research on before I started to build my website. There are endless points of interest when considering what is best suited; Thematic color design, Color combinations, Background colors, Font colors, Color clashes, Target Audience & Branding. You never want to use more than two bold colors on your website, that in mind I wouldn't choose a flashy banner. A common mistake many make is for there banner color to match the background when instead it should meld (meaning blend in.) Try to two-tone whatever banners are available with the color of your website and always have the banner lighter in color to make it 'stand on top' of the other. The only other major factor I would think is the Target Audience point. I try not to use the banners with the "spend more time with your family" messages because of where I advertise. Whereas if you have a blog that reaches out to stay-at-home mom or dads it would be perfect for you.
