I would normally check particular downlines if:

a) They have an Executive Affiliate status; if not, then I would encourage them to get as much points by doing the To-Do-List.
b) An EA has active memberships in TripleClicks and A2A since it's totally free.
c) An EA has at least a membership in W3, since this is the least costly and would encourage him/her to participate in advertising things to sell and joining auctions.

Having done the above now you've got near-quality EAs. For the rest of your non-quality EAs you can put tag them as so (inactive) but send them regular messages to encourage them to step up.
