Make, and maintain contact with them as soon as possible, whether they are new PSAs or prospects. Let them know they are valuable to you as a team leader and that you will always be there to help and encourage them, even if they don't have any, or much, money to put into their business.
Encourage them to concentrate on learning as much as they can about SFI, online business, affiliate marketing etc. they can lay the same, or better foundation for the future as anyone else!
Make sure they know how they can win T-Credits, VPs, MRPs and even CSAs by playing the EAGER ZEBRA and other games! It may be a slow way to start, but it is a start!
Finally, you should encourage them to connect to others through a2a, FORUM, regional gatherings etc. If you know anyone who's reached EA2, BTL or higher with little or no investment, then share their stories, encourage them to connect with the person etc.
