You can ask them many questions and they can give you all the right answers - but the proof is in the pudding. Are they actually follow through?
Some questions would be to find out how motivated they are, why they are doing it in the 1st place. If they want to make money quickly - SFI is not the place for them.
If they are out to build a second income for the long term they would be better candidates, more likely to stay and work.
You can ask questions seemingly unrelated to SFI - questions about their work history and previous endeavours - if they changed jobs often they might have more experience - but does that show commitment. To me a person that started at the bottom in a company and worked himself or herself up shows commitment.
Just one question - if the affiliate is already signed up under your name after following your link on your advert - what are you going to do with them if they do not give you the answer you are looking for?
