Having a limited access to a computer is different from having inaccessibility to it at all. I assume that limited access to the computer is due to not owning/having the computer as an ownership but still a person can access it once in a while by borrowing from someone else or by going to places providing public use of computers and internet service, such as internet cafes and libraries.
For a time being, tell your affiliates to not take this as an excuse not to succeed. Do not waste time worrying about this matter but take a full advantage of their moments when they once in a while have a ‘chance’ to get connected. Ask them to finish up daily, weekly and intermediate actions.
Browse through some tools and training materials, download them all and get these info printed out so that when they are offline they can study the SFI materials. The ongoing process of learning should not be halted for that reason. Get suitable advertising materials from their SFI gateways and make them as printouts. They have to do more offline advertising in building their businesses.
Then you should survey your affiliates’ background, especially their finances and geographical locations. Usually a main reason for people not having a computer is a lack of money. Buying the modest computer at least requires around 200-250 USD in my country, and getting an internet connection service requires at least around 20 USD per month. For affiliates who have a limited amount of money, that is the best choice if they really want to be serious in SFI business.
Advice your affiliates to cut off any unnecessary expenses and try to save a few dollars a day. For example, save 4USD per day, and within 2 months, the affiliates can purchase the computer plus subscribing to the internet connection.
Sooner or later I think owning the computer with the internet access is a MUST to get daily access to SFI info and training materials, and also to be able to perform daily, weekly and monthly tasks without failure.
If they are lucky they might encounter some shops offering an installment or easy payment scheme for purchasing an electronic device.
Besides that, ask them to participate in Pricebenders Auction and focus on bidding on computer and smart phone items. If they are fortunate enough, they will win the bidding and that will be a great achievement for them.
