I would recommend paying a little bit more attention to the people in your downline that are not very active. Reach out to them with an e-mail and ask them if they have any questions or need any assistance. For the most active portion of your downline, acknowledge and congratulate them on their hard work and success and let them know that you are there to help them as well if they ever need it. The TeamMail makes it very easy to send a general message of support to multiple PSAs and CSAs at a time. Send them out once a week and you will earn your 30 VersaPoints for doing so.
