Honesty from your side assures that only the candidates with adequate qualities will join your team (and remain active).
In my opinion, the biggest strengths for SFI (as for many other businesses) are: commitment, persistence and consistence. If your potential affiliates have these qualities and they're ready to join your SFI team - I don't see a reason why wouldn't you have at least 5 PTLs in near future.
