I think that it would be quite difficult to pre-screen affiliate candidates, other than to be sure to give them an honest assessment of the amount of work involved based on your own experience. People have a variety of motivations for choosing to invest their time and resources into a new venture.
Ask them what their motivations are: If they have more time than money, emphasize the free and/or low cost methods of building the business. If they have resources to invest, advise them how to do so wisely.
Impress upon them that there is a great deal of work involved to build a strong foundation, and then give them time to grow into their new business, with your assistance and encouragement.
