New PSAs need to be told what SFI is, what can be achieved by committing to SFI and the benefits etc. The welcome letter you send to your new affiliates needs to contain all of this in a friendly way rather than a forceful way. Also you could tell them about your commitment to SFI and the outcomes you have received. PSAs won't commit unless they are attracted to the offer.
