This is my take on your question:
1) We cannot club PSAs and CSAs together. The are two entirely different products, if I may call them that.
2) PSAs have to be further classified into Personally Acquired and Obtained (bought in PriceBender/SOs). Personally acquired PSAs are controllable. In that most often we are responsible in them signing up. So here we need to be careful and know their expectations before signing them up. Whereas those obtained are as good as CSAs. They may or may not be productive.
3) CSAs come to us as rewards and we can only hope they react to our communications.
4) We need to further roughly classify PSAs and CSAs into groups based on age and country. Now this is a problem as we do not know this and we can only go by their photos, if provided. This is important as different categories of individuals have different expectations. It may be easier to get a retired person active than a youth. Our communications has also to be different for each group.
5) The internet has so many options available today that people are wary of signing up. Too many con-jobs going on. Even testimonial can be bought. Therefore, it becomes all the more important for us to use the best medium off communication possible. Here using Skype or any video based contact would be the best. One-on-One. Difficult as it may be, this would be the best, initially. You could try group video conferencing. Here again you will have to set different timing for different regions.
On the whole it is hit-or-miss game. You win some you loose some.
These are the points which come to my mind. Hope it helps. It is difficult, but not impossible. Depends on how far are we willing to go?
