To get an EA you first have to sponsor a PSA. Only a few of those PSA's will put forth the effort that it takes to become an EA, let alone an EA2.

When you get a PSA from any source, you should welcome them and try to motivate them to put forth the effort to become an EA so that you can work with them.

To get those EA's you have to filter through a lot of PSA's, so your focus needs to be on getting the PSA's so that you can find the EA's to work with.
