First it is good to reassign some of the inactive affiliates to your Active affiliates. This will show your active people you're concerned for them. The idea is good. You can reassign for example 3 inactive PSA to 1 Active PSA.
Second - the part from your inactive affiliates you can reassign to 1 or more active affiliate through a Competition. The competition will show your PSA they should work to achieve something. It's a good role play for Goals in Life.
Don't forget to reassign your inactive PSA only to psa, who are 3 months or more active in your team.
