Both are good but which one you use depends largely on you and what you want.
PSA To Go - is expensive but it does guarantee that it will provide you PSAs no less than the number in the package that you have chosen. You pay your money and you get your PSA promptly.
S-Builders - is less expensive but it does not guarantee you how many PSAs you will receive. It all depends on how successful the co-op promotions go. You pay your money and then have to wait for the results to come through and this normally comes in drips - about 2 months time.
So if you have a generous budget and you want PSAs promptly then go PSAs to Go, if not then S-Builders may be the way for you to go.
As always - There are no guarantees that the PSAs you will receive from both of these will be Active PSAs.
