They are probably not promoting on the internet or not online because either they do not fully appreciate the awesomeness of the internet or they don't know what to do. In either case you will probably be just what they need.
Talk with them and if necessary sit down with them at the computer and show them TripleClicks, let them see what TripleClicks can do for them, the 'cost' of doing so and the exposure their products or services will receive.
Dont be put off by the fact that they do not have internet access or usage. If they are not interest, I suspect that their business will not last long in todays world. Leave them your contact and ECA pamphlet in case they change their minds and move on to the next possible client.
