How to confirm beyond that? As far as I know, the only way to be 100% sure is if they respond to you. Try asking a question that will definitely require an answer, even if it is only yes or no.
If you want confirmation because they have answered your email with no incentive to do so, you may wait a long time. Inactive/unresponsive downlines are extremely common.
One other way to check whether they are being active or not would be to look up the profile of each one.
