Whatever you do, do not give up and do not make the affiliate feel uncomfortable about what he is doing. Just keep on gently encouraging him. Include him in all your postings and messages explaining why we need to keep on recruiting affiliates, what duplication is and it great benefits.
You do not want him feeling pressured but you do want him to fully understand why these activities are beneficial. He needs to realise that for his business to grow he needs to recruit affiliates and engage in duplication. He needs to come to that conclusion himself, with your gently guidance of course.
