There are two aspects to my answer;
1.Helping your PSA to help himself
I will tell you candidly that in SFI current form, with all the improvements and structuring, lack of credit card is not an obstacle to become a team leader. Credit cards are for payments for purchases at TripleClicks (TC), so help your PSA by directing him or her to several other methods of payments accepted by TC; Paypal, Check, Money Order and so on. Alternatively, you can tell your PSA to view payment options when you log in at TripleClicks.com and select the "Payment Options" link in your Member Center. These payment options aside, let your PSA know that there are also ECAs that sell Tcurrency (TC online currency)and other products, so he can purchase Tcurrency and/or products from the ECA in his country or even his city, so he can use the Tcurrency to pay for any purchase at TC. This Local pay method was debuted last year in order to address the problems associated with payment for purchases at TC.

Let your PSA shop for the best deal because various ECAs charge different rates for providing this service, but the nominal price is 1 Tcurrency = $1. The major advantages of choosing to buy from ECA in your local area are to offer the possibility of paying the ECA in locally acceptable ways that are obtainable in your country and to also reduce shipping cost since shipping will be within your country.
Your responsibility as a sponsor is therefore to enlighten your PSA and direct him/her accordingly to embrace the Local pay ECA program, in order to avail of alternative payment method local to himself and the ECA in his country.
2. Helping by yourself
If your desire is to help him outright by yourself, then you may need to issue your PSA a gift certificate (GC) to pay for purchase that will make him a team leader, but for how long will you do this? This type of assistance should be an exception and not an adopted method to continually apply in helping your PSA to team leader status. This is because your PSA may become addicted to depending on you which is counter productive for anyone trying to grow his or her business, both for you and your PSA.
